The Failure of the 28-Clause Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the announcement of a new 28-article proposal for resolving the conflict appeared – briefly – to have been stabilised. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Diplomacy and Destruction

The sequence of conflicting incidents captured the grim essence of the outgoing year. By day, negotiation efforts are waged: optimistic declarations are delivered from various governments. Considerable effort is allocated on containing particular approaches. By night, Moscow brutally reminds the world that, for them, war remains the main instrument for achieving "resolution".

After-Dark Attacks

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is capable of detecting projectile deployments from Russian territory, a ability provided through up-to-date information. From vantage locations, military aircraft that had been dispatched to engage hostile guided weapons flew past – sophisticated military planes supplied to Ukraine by Western partners.

Soon thereafter, Kyiv's air-defence systems engaged: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, probably provided by Western nations. Every firing shakes the surroundings, rattling buildings. The instant of fear quickly gives way to resigned acknowledgment: perhaps the hostile projectile won't cause damage this time, sparing the city from ruin and further power outages.

Continuous Dangers

Not long after, a large-caliber weapon opened up on a drone close by, part of a defensive team – probably allied-provided weaponry. Unfortunately, the bullets missed the opposing UAV – it maintained course toward its target.

With pauses, this persisted until dawn. Kyiv greeted the morning news: multiple fatalities, destruction and utility failures in multiple buildings as a result of the night's assault. As always, everyone still went about their day – enduring hostilities. But those entire period illustrated Ukraine's essential dependence on international aid – a need that neighboring countries are clearly incapable to replace in the immediate future.

Failed Diplomacy

The 28-point plan from American leadership provoked deep reactions, discussion and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.

Every new initiative from US leadership adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually achieve victory. This cycle will, no doubt, endure.

Tactical Assessments

It is convenient to criticize specific actors of persistently promoting Russian terms. But that does not seem to be the complete picture. American leadership operates on a premise familiar among experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration believes that it is unrealistic to pressure the Kremlin to abandon the land that it presently holds in Ukraine's south or east.

The challenge is that while accepting these circumstances, US leadership does minimal to deter Moscow, through words or deeds, from thinking that the situation will not shift further in its advantage in the near future.

Divergent Views

Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its allies are nearing depletion. Their reason to sign a deal that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leadership remains highly assured in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, slowly losing lives and land but preventing a complete military breakdown until circumstances change in its favour.

Existing Situation

Factually, there are no genuine requirements for a ceasefire. Now, individual motivations are becoming relevant: political desires to negotiate peace and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unsuitable, so that their attention does not shift toward internal issues. And although their objective will now be much harder after latest incidents, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a only one week to terminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, latest revelations, all achieved their purpose.

While new plans based on previous concepts are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect certain reluctance to modify developments, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, primarily depend on ongoing international assistance.
